With reference to my despatch No. 13 of

the 24th February last, I have the honour to forward

copy and translation of a letter from the Inspector-

General for Foreign Affairs dated the 23rd March in

which he requested a reply to his letter of February 13th

asking for a reconsideration of the decision of the Hong

Kong Government not to allow the establishment of a

branch of the Chinese Seamen's Union in Hong Kong.

I presume that the Inspector-General for

Foreign Affairs' letter of February 13th does not show

sufficient grounds for considering any recission of the

Order-in-Council dated 26th May 1927, but I shall be

glad if I may be favoured with a further reply for

transmission to the Inspector-General, who seems to be

rather pressing this matter.
